I spent a year at UCI through an EAP reciprocity fellowship from Spain. The program was pretty big, around 100 students, but I never met a European undergrad who wasn't also on the same exchange. It felt a bit insular, but otherwise a decent experience.
I wouldn't rely on the housing waitlist at UC Irvine. It was already overflowing the day applications opened. Unless you have a special circumstance and contact the housing office, your application is just like everyone else's. Graduate housing might be less competitive, but I'm not sure.
